0 Ocak 0000 tarihinden itibaren, Türkiye ile AB arasında Gümrük Birliği'nin kurulmasını sağlayan Ortaklık Konseyi'nin 0/00 sayılı Kararı'nın 00. maddesine dayanarak, Türkiye ticaret politikasını AB'nin ticaret politikasına uyumlu hale getirmek amacıyla, Kararın yürürlüğe girmesinden itibaren beş yıl içinde aşamalı olarak AB'nin tercihli gümrük rejimine uyum sağlama yükümlülüğüAltına girmiştir. Bu uyum, hem otonom rejimleri hem de üçüncü ülkelerle tercihli ticaret anlaşmalarını kapsayacak şekilde düzenlenmiştir. Türkiye, otonom rejim bağlamında 0 Ocak 0000 tarihinden itibaren Ortak Gümrük Tarifesi'ni üstlenerek bu yükümlülüğünü yerine getirmiştir. Ayrıca, Türkiye 0 Ocak 0000 tarihinden itibaren bölge içinde malların serbest dolaşımını sağlayan Pan-Avrupa Menşe Kümülasyonu Sistemi'ne taraf olmuştur. Ortaklık Konseyi Kararı'nın 00. maddesinde belirtilen tekstil, aparel ve otomotiv gibi bazı sektörler için beş yıllık bir geçiş döneminden sonra, 0 Ocak 0000 tarihinden itibaren Ortak Gümrük Tarifesi'niTam anlamıyla üstlenmiştir.

Starting from January 0, 0000, based on Article 00 of the Decision No. 0/00 of the Association Council, which provides for the establishment of the Customs Union between Turkey and the EU, in order to harmonize Turkey's trade policy with the trade policy of the EU, within five years from the entry into force of the Decision. It has become obliged to gradually adapt to the EU's preferential customs regime throughout the year. This harmony is designed to include both autonomous regimes and preferential trade agreements with third countries. Türkiye has fulfilled this obligation by undertaking the Common Customs Tariff as of January 0, 0000, within the context of the autonomous regime. In addition, Turkey has become a party to the Pan-European Cumulation of Origin System, which ensures the free movement of goods within the region, as of January 0, 0000. After a five-year transition period for some sectors such as textile, apparatus and automotive, specified in Article 00 of the Association Council Decision, it has fully assumed the Common Customs Tariff as of January 0, 0000.
